On November 17, 2025, India's Department of Revenue issued Circular No. 33/2025-Customs(ADD), accepting the affirmative final ruling from the Directorate General of Trade Remedies (DGTR) dated August 18, 2025. The decision imposes anti-dumping duties on Liquid Epoxy Resins originating in or exported from China's mainland and Taiwan, South Korea, Saudi Arabia, and Thailand. The duties are set as follows: Mainland China at $37 - $258 per tonne, South Korea at $184 - $483 per tonne, Thailand at $119 - $331 per tonne, Saudi Arabia at $175 per tonne, and Taiwan at $115 per tonne . This measure covers products under Indian Customs codes 39073010 and 39073090. It excludes solid, semi-solid, solution, or water-based epoxy resins, blended modified liquid epoxy resins, and brominated solvent-based epoxy resins. The duties took effect from the date of publication in the official gazette and will last for five years .
The investigation was initiated on June 29, 2024, following an application submitted by Indian domestic firms Atul Limited and Hindusthan Specialty Chemicals Ltd. The DGTR issued its affirmative final ruling on August 18, 2025
