Recently, the U.S. Department of Commerce announced that it has officially launched an anti-dumping and subsidy investigation into some epoxy resins originating in China, India, South Korea, and Taiwan, China, and launched an anti-dumping investigation into epoxy resin originating in Thailand.

This case involves products under US Customs Code 3907.30.0000. The U.S. International Trade Commission (ITC) is expected to make a preliminary determination of industrial injury no later than May 20, 2024.
If the U.S. International Trade Commission determines that the import of the products involved has caused material damage or the threat of material damage to the U.S. domestic industry, the U.S. Department of Commerce will continue to investigate the case and is expected to make a preliminary countervailing ruling on June 27, 2024. A preliminary anti-dumping ruling was made on September 10, 2018.

In early April, the U.S. Epoxy Resin Producers Ad Hoc Coalition, formed by U.S. epoxy resin manufacturers Olin and Westlake, etc., filed a petition application with the U.S. Department of Commerce alleging that unfair trade imports of certain epoxy resins from China, India, South Korea, Taiwan, and Thailand have caused material harm to the U.S. domestic epoxy resin industry. The petition further accuses the governments of China, India, South Korea and Taiwan of providing massive subsidies to local producers.
